As a cornerstone business to the Ephrata community, Columbia Basin Hospital and Family Medicine is a public hospital district that is owned and accountable to the people of Ephrata. The District is governed by a locally elected Board of Commissioners and guided by the needs of the residents they serve. As a community-owned hospital district, CBH exists solely to care for our neighbors and support long-term community well-being.
Our staff live and work in the region. Our services touch thousands of lives every year. Local funding ensures we can grow alongside the people we serve. This levy is about protecting access, enhancing care, and strengthening one of Ephrata’s most important community assets.

New Community Spaces Pharmacy
The Commission of Public Hospital District No. 3, Grant County, Washington, adopted Resolution No. 2025-01 concerning a proposition for the construction of new health care facilities. If approved, this proposition would authorize the District to construct, equip and furnish additional space for new health care facilities and services, including the medical clinic; including improvements and modernization to existing Columbia Basin Hospital and Family Medicine buildings, and other capital improvements deemed necessary or advisable by the Commission; issue no more than $30,000,000.00 of general obligation bonds maturing within 30 years; and levy annual excess property taxes to repay the bonds, all as provided in Resolution No. 2025-01.

Why This Levy Is Necessary
Columbia Basin Hospital has served the Ephrata region for 75 years. As we prepare to grow into our centennial, we are committed to ensuring our hospital is equipped to meet the healthcare needs of future generations. This bond measure is a pivotal investment to continue delivering care locally while expanding access to services our community increasingly relies on, including bringing in new specialty care and providers to meet our community’s growing needs.
We listen to patients, study market data and facilitate what our community wants and needs. Our current clinic infrastructure is aging and undersized. Without targeted investment, CBH cannot meet growing demand or expand key programs. This levy helps us build a long-term foundation for care that stays close to home.

Why We’re Expanding and Not Rebuilding
Expanding and modernizing within our current hospital footprint offers a better return on investment than building a new facility from the ground up. This approach allows us to make targeted, cost-effective improvements while preserving critical infrastructure and patient care access during construction.
Why Now?

Making improvements now by expanding existing facilities and modernizing current spaces offers better value and quicker results than building entirely new campuses. Leveraging our current footprint reduces costs, preserves core hospital infrastructure, and ensures care remains uninterrupted during construction.

The new UTGO bond is structured to minimize the tax rate impact while allowing us to move forward without delay. Delaying this work could mean rising construction costs and missed opportunities to deliver the services our community needs most.

Expand Clinic Hours
A new outpatient clinic with additional provider space, expanded walk-in access, and more appointment availability for primary and same-day care
New Speciality Services
Expanded specialty services with more visiting specialists including pediatrics, women’s health, and outpatient behavioral health
Growing Local Careers
Same-day hospital outpatient procedures including wound care, IV infusions, injections, and minor surgical procedures
New Community Spaces
Community spaces for wellness programs, caregiver support, and public education
Pharmacy
Retail pharmacy for discharge prescriptions and community access — providing a critical service to reduce medication delays, improve adherence, and offer affordable options for local families through independent pharmacy pricing
